DEER CREEK DRAINAGE BASIN AUTHORITY
Workshop Meeting January 11, 2012
The Workshop Meeting of the Deer Creek Drainage Basin Authority was held Wednesday, January 11, 2012 at 7:30 p.m. at the Authority office located at 945 Little Deer Creek Road, Russellton, Pennsylvania.
Call Meeting to Order and Roll Call Mrs. Pastura called the meeting to order and asked Mr. Jenkins to call the roll. Board members present: Mr. Hammerman, Mrs. Pastura, Mr. Simonetti, Mr. Plesh, Mrs. Biery and Mr. Drischler. Board members absent: Mr. Anderson and Mr. Trocki. Also present: Mr. Schmitt, Mr. Brown and Mr. Jenkins.
Flag Salute The Board rose and recited the Pledge of Allegiance to the Flag.
Reading and Approval of Minutes MOTION was made by Mr. Drischler and seconded by Mr. Plesh to approve the minutes of the meeting Regular Meeting of December 19, 2011. Motion carried unanimously.
Engineer’s Report Force Main Replacements Mr. Schmitt informed the Board that the force main replacements request for bids has been advertised. The bids are scheduled to be opened January 31, 2012 at 10:00 a.m. at the Authority office. The roof replacement at the Rich Hill pump station has also been put out for bid.
Solicitor’s Report Indiana Township Sewer Districts Agreement Mr. Brown’s draft agreement has been sent to the Township for their review. Terms of the agreement and maintenance of the rates were discussed as a concern of Indiana, possibly freezing sewer fees to the customers for one year. The Authority’s rates would be specific to the sewer district and would be based upon operations, maintenance, debt service and administration costs.
Duquesne Light Claim MOTION was made by Mrs. Biery and seconded by Mr. Drischler to move the meeting into Executive Session at 7:38 p.m. Motion carried unanimously.
Mrs. Pastura reconvened the meeting at 7:42 p.m. and said the session concerned matters of litigation.
Manager’s Report Flow Meter Replacement Mr. Jenkins informed the Authority is working with the contractor to have the flow meter replaced at the Hartwood pump station.
Stream Bank Stabilization Mr. Jenkins and Mr. Paulovich from Gibson-Thomas are scheduled to meet Thursday morning with DEP to discuss DEP’s commitment to the project.
Operations Mr. Jenkins mentioned the office is continuing its efforts in digital document management. Items scanned included the right-of-way agreements, deferred assessment agreements and scanning of the tap and assessment books is now underway. The next item to be scanned will be the Michael Baker original project assessment book.
The field staff, due to good weather, has been able to perform more sewer cleaning work that during normal winters. The field staff is also performing maintenance in the pump stations. The staff is working with West Deer Township regarding their roadwork scheduled for 2012 and the Authority ordering supplies to raise the manholes.

Adjournment MOTION was made by Mrs. Biery and seconded by Mr. Plesh to adjourn the meeting at 7:50 p.m. Motion carried unanimously.
